Certified Translations are translations which have been performed either by a Certified Translator, or a Professional Translator who has sworn an affidavit in front of a commissionner of Oath (usually a Lawyer). In Canada, Certified Translators are certified by a Provincial Translator and Interpreter Association. These Professionals are usually members in good standing with their Professional Provincial Association and have succeeded the rigorous CTTIC (Canadian Translators, Terminologists and Interpreters Council) exam. Professional Translators who are not certified by a Professional Association can also provide translations which will not only be accepted by various Canadian Authorities, but by Embassies or Foreign Affairs departments all over the world. What these Professionals need is to simply swear an oath in front a Commissionner of Oath who will affix his seal and signature to the Translator's Statement. An affidavit sworn by a Professional Translator is actually a valid Legal document and will be valid in most situations.
